Urgent information from Ofgem on Renewable Obligation ITARs

If your accreditation application is for a generating station that is off grid or has zero export capacity, please be aware that there is an additional requirement for an Independent Technical Assurance Report (ITAR).

Ofgem have notified to us that they have a number of applications pending accreditation due to an ITAR not being submitted.

This is a risk to the applicants because Renewables Obligation Certificates (ROCs) that relate to generation by a station during the obligation period 1 April 2016 to 31 March 2017 will expire on 1 September 2018 and therefore cease to have a monetary value. This means that, between now and then, if accreditation is granted in respect of a station, the ROCs issued by Ofgem must be transferred to the applicant such that they can be presented back to Ofgem by a licensed electricity supplier on or before 1 September 2018. All these activities will take time, particularly for those fuelled stations that also need to undertake annual sustainability reporting activities.

If your application is off grid or has zero export capacity then please get in touch with Ofgem at fuellingandsustainability@ofgem.gov.uk to submit your ITAR or to discuss this requirement if necessary. If you have an existing application with Ofgem which you wish to withdraw from the accreditation process please get in touch with Ofgem so that they can cancel the application.
