Hydrogen fuel cells from biogas project

The European Commission Horizon 2020 programme has announced funding for a project to use biogas from a sewage treatment works in Italy to produce hydrogen fuel cells for electricity generation. See further details here

Hydrogen fuel cells could offer potentially to store energy and generation high efficiency power on site with emissions only of water. However, methane can be stored, and energy is required to convert biogas into hydrogen. Carbon is released in this conversion process (presumably giving off heat in the process). So it remains to be seen whether this provides a long term solution. Another way of putting it is: what's the point?
