URGENT – Have Your Say: ROC De-Indexation Consultation
On 31 October the Government published a consultation on the Renewables Obligation, essentially proposing to freeze or at least change the indexing of payments relative to inflation – changing the base of Renewable Obligations Certificates from RPI to CPI.
This is clearly intended to hit RO recipients with no OPEX like solar and wind facilities, who are undoubtedly making large profits as a result of the indexation. However over 200 sites using AD are included. These sites have input costs that in many cases have risen above inflation for years and de-indexing will be devastating for them.
Moving the index base to CPI may be less destructive, but the advantage of ROC has always been that it allows decarbonisation of processes behind the meter like waste water systems.
ADBA is taking this very seriously and will be assembling an industry response – to be submitted by 28 November – to make a constructive case to government that addresses their bills and affordability concerns without shutting down food waste processing plants and waste water processing AD plants.
