Policy Report for October 2019

Our Policy Team has finalised the update to the Policy Report for October 2019. The previous version was published in April 2019 and since quite a few legislative changes have been put forward. The main emphasis was put on the RHI closure and future support for green gas; the Smart Export Guarantee for the electricity sector; the future of biomethane in transport; the UK food waste collection strategy; wastewater potential for AD; and Brexit updates. Gate fees for AD increase by £1, according to new WRAP report

The Waste and Resources Action Programme (WRAP) has published its 12th yearly report covering the gate fees charged for waste treatment, recovery and disposal, including anaerobic digestion, finding that gate fees have risen. The report concludes that the UK waste market continues to be fragmented, affected by local competition and national legislation and policy.

Smart Export Guarantee (SEG) for electricity producers

ADBA’s Policy Team met with the Department for Business, Energy and Industrial Strategy to discuss the end of the Feed-in-Tariff (FIT) and the implementation of the Smart Export Guarantee (SEG), a more market-driven scheme. This initiative will be ready to roll-out on 1 January 2020 and will replace the export tariff within the FIT but has no replacement to the FIT’s generation tariff. The market-based mechanism aims to better address the levelisation cost of electricity produced by different technologies, which we expect to be a challenge for Anaerobic Digestion CHP plants.
